    　儘管政院展現「解悶」企圖心，

，但在被問到振興措施能對經濟創造多少貢獻時，江宜樺坦承，目前無法精準估算，但相信一定會有正向作用。
    　壽險可參與公共建設逾千億
    　主計處上周再次下修全年經濟成長率預估值，全年成長率保三破功。為展現政府救經濟決心，江宜樺昨天一早率九名財經部會首長舉行記者會，親自發表提振景氣方案。方案分為擴大消費支出、提振國內投資、激勵創新產業、修正證所稅等四大面向，共計十三項具體措施。
    　在引入民間資金投入公共建設方面，財政部與金管會即日起將引進壽險業資金投入公共建設。公共建設主辦機關與包括壽險業者在內的民間機構訂定ＢＯＴ契約，業者可將租賃或經營責任委託第三方，經營責任則由受託人或承租人負責，藉此讓壽險資金投入公共建設促參案件。
    　金管會主委陳裕璋表示，預估壽險業可投入公共建設資金是全部可運用資金的一○％，約一兆三千億元，但因牽涉公共建設可行案件，資金無法全部投入，目前初估可提供之投資案件約有一千億元可供壽險業及其他機構參與。
    　財政部長張盛和則表示，目前已篩選出四十二個可引進壽險資金投入的案件，其中十八件屬促參案、廿四件為設定地上權案，再加上各部會篩選出十案，加總金額達一四○○億元。
    　江揆責成部會要立刻動起來
    　在激勵創新創業方面，具體措施包括創新到創業激勵計畫、技術入股課稅合理化、創業天使計畫，及訂定「創業（櫃）板」上櫃準則，其中創業激勵計畫及創業天使計畫預計五年投入新台幣十三點五億元。
    　江宜樺表示，國內陷入悶經濟的窘境，雖已有經濟推升方案，仍需要立即性措施，替國內景氣去憂解悶；除已執行方案外，他也要求相關部會盡量提早措施開始時間，「不容許今天宣布，但拖到年底才開始做」。
    　民進黨立院黨團總召柯建銘則批評，振興經濟方案內容自相矛盾、重點錯亂，甚至拿還沒通過的證所稅修正案當支票，是有史以來最離譜的振興經濟措施，更凸顯江宜樺根本是經濟外行。，

按照中職規章第8章第5條規定，上過大聯盟的倪福德、林哲瑄已失去角逐年度「新人王」的資格。以往資歷較深的旅外球員，對於這個獎項通常也不會有太大興趣；如前兩年的陳鴻文、羅錦龍（都待過3A）都曾主動表態棄選。但透過季中選秀加盟的本土球員好手仍多，明年新人王的競爭必然激烈。像獅隊的「選秀榜眼」林子崴是球團栽培的新生代巨投，猿隊昨天正式加盟的王柏融被譽為「林智勝二世」。如果獅隊第2輪選中的宋家豪也能順利簽約（仍期待旅外機會），這3人都是近年中華隊的主將，將是新人王熱門人選。

本土新人中也不乏這幾年的成棒國手，如義大黃亦志，獅隊林志賢，中信兄弟彭識穎。而猿隊的林承飛、葉文淇雖只是高中畢業球員，但各獲400萬、300萬元簽約金，潛力也頗被看好。至於曾經旅外但層級比較低（如2A以下）的年輕新秀，只要能夠站穩先發陣容並且表現優異，其實也不必像前輩那樣自動讓賢，表態棄選新人王，畢竟這個獎項一生只有一次機會。此外，目前已有一些選秀新人開始上場比賽，按規定，新人第1年的投手若投球達到30局、打者達到93打席，第2年便自動失去角逐新人王資格，這一點球團、球員也必須注意。(中國時報)，
