北市亂丟菸蒂 再犯加罰3倍

癮君子注意！繼公車專用道候車亭、公園綠地禁菸後，時論－中華民國，你滿意嗎，台北市政府再推新的菸害防制措施。環保局研擬，銅鑼灣書店案 林榮基沒想過報警，亂丟菸蒂罰則將從現行「均一價」1200元，運動過度 葉俊榮拄拐杖立院備詢，加重到1年內二犯罰款倍增為3600元；三犯除重罰至5000元，重回林家花園 豪只想當配角，還需接受環境講習。新制最快5月實施。台北市環保局指出，景氣逼人中職球團退場效應發酵，《菸害防制法》擴大實施後室內全面禁菸，癮君子只好轉到戶外人行道或路邊吸菸，但有人抽完菸就隨手丟或將菸熄在花圃，感覺像插香；也有民眾習慣性將菸蒂丟在地面上或水溝裡，不僅造成環境髒亂，也影響排水，撈拾菸蒂造成環保人員很大的負擔。據環保局統計，台北市2014年共裁罰亂丟菸蒂1萬7452件，每件除未成年罰600元，其餘均罰1200元，合計裁罰約2037萬元。亂丟菸蒂行為，依《廢棄物清理法》可罰1200元至6千元罰鍰，但目前皆開罰最低標的1200元，繼松山文創園區里民反映菸蒂滿地的問題，環局即討論如何改善，近日已研擬修正裁罰基準。新制首次違規仍罰鍰1200元，但如在1年內第二度被開罰，罰額提高至3600元；若是第三次違規，則重罰5000元並需接受環境講習。台北市環保局衛生稽查大隊長吳文園指出，裁罰基準如何訂定屬地方政府權責，局內政策方向目前傾向加重罰則，只要再行文法務局、最後簽報市長核定，即可上路，最快5月可以實施。吳文園說，過去不會特別區分亂丟菸蒂者是「初犯」還是「累犯」，日後若要特別查詢「前科資料」，勢必會花較多時間，但因目前稽查隊員針對亂丟垃圾包者也會查詢過去有無被罰記錄，執行上沒有問題。另環保局也將聯合衛生局、都發局，要求大樓與場所管理人在戶外設置熄菸筒，方便癮君子投入菸蒂。，

甫於8月就任遠傳電信旗下的品牌專門店零售通路，德誼數位科技總經理杜偉昱，今年正好踏入台灣行動科技、通訊產業界20年。即將跨過半百的他，在業界閱歷豐富，在7月間正式加入遠傳電信、出任副總經理前，他擔任了超過5年半的台灣三星行動通訊事業部總經理。

半百轉業 福星杜偉昱賣蘋果

甫於8月就任遠傳電信旗下的品牌專門店零售通路，德誼數位科技總經理杜偉昱，今年正好踏入台灣行動科技、通訊產業界20年。即將跨過半百的他，在業界閱歷豐富，在7月間正式加入遠傳電信、出任副總經理前，他擔任了超過5年半的台灣三星行動通訊事業部總經理。

回溯他自美國歸國後，曾在宏碁電腦、聯強電腦等任職，接下來，他進入摩托羅拉（Motorola），從B. B. Call到2G手機時期，付出了近10年的歲月，也經歷了摩托羅拉在手機界最輝煌的時期。之後他轉進台灣微軟，一待又將近2年。業界熟識他的人士，總愛以「福星」形容他。原因是，他在摩托羅拉時，摩托羅拉在台灣的市占率衝上第一；2009年10月，他進入三星，不但帶領行動通訊業務年營收達數倍成長，自2012年起，更以Galaxy S、Galaxy Note系列在台創下連3年三冠王紀錄。業界人士說，他待過的公司，都在他任職時創下過第1。但過去不論是在摩托羅拉還是三星，杜偉昱經營的是「品牌」，面對的是電信商、經銷商等合作通路夥伴，現在轉入零售通路業，他得重新學習。「開店不是只賣東西，服務的品質的提升才是更重要的」，長期在外商大型企業的經歷，讓杜偉昱從大企業的營運架構視野來構思近、中程的目標。福星這回短暫休息2個月後，不改一臉興奮難耐、衝勁十足的重返工作崗位，業界莫不期待，他何時會端出第一份成績單，再次讓眾人驚艷。(中國時報)，
