丹麥大選結果出爐，現任總理桑寧─施密特領導的中間偏左政團落敗，反對派領袖拉斯穆森將組成中間偏右新聯合政府。桑寧─施密特也承認敗北，並立即辭去社民黨黨魁職務。丹麥18日改選單院制國會，社民黨為首的中間偏左聯盟獲得85席，前總理拉斯穆森領導的人民黨中間偏右聯盟拿下90席，丹麥反移民的激進右翼政黨丹麥人民黨則成為國會第2大政黨。

丹麥這次大選的議題集中在經濟、移民和社會福利。桑寧─施密特的中間偏左聯合政府因無法維持丹麥經濟持續成長穩定，自2011年執政以來，支持率始終偏低。2009至2011年擔任丹麥總理的拉斯穆森則在勝選後向人民喊話，強調大家團結一致，丹麥就可以壯大。他並稱自己要「毛遂自薦」，領導一個負責、推動合作的政府。桑寧─施密特乃丹麥首位女總理，也是英國工黨前黨魁金諾克的媳婦，她的丈夫史蒂芬．金諾克甫於今年5月英國大選中當選國會議員，桑寧─施密特在開票當天，特別趕到英國為夫婿打氣。詎料自己反在丹麥大選中慘遭滑鐵盧。(中國時報)，

，以只要繳交身分證、健保卡等雙證件就能申請到每月3600到4000元租屋補助，每次撥款1年，期滿可再重新申請。陳女四處打聽或藉由朋友牽引，鎖定不知情屋主，以屋主名字向地政事務所調閱地籍，再以偽造房屋租賃契約書、委託書向內政部營建署申請每年最高4.8萬元租屋補助；從每件中抽取1.8萬元代辦費，其餘分給黨羽及假租屋人頭。直到去年8月，陸續有不知情屋主收到租賃補稅通知，向高市府都發局申覆驚覺受害；高市刑大獲報，歷時5個月調查持搜索票前往陳女家搜索，起獲偽刻印章、郵局存簿影本、未使用委託書、空房屋租賃契約書、代辦宣傳單等證物，並將相關共犯傳喚到案。警方清查陳女3年來已得手40件，受害者多達26人，初估詐領國庫170餘萬元；她向警供稱，就算自己沒騙，也是有別人在做，騙政府錢還好啦。警方昨依法將她們函送法辦，並擴大追查以相同手法詐領政府租屋補助金其他不法集團。，

　不少客人都不敢相信兩人親自服務，紛紛在網路分享住宿經驗，說在休息站接到民宿確認訂房的電話，抵達後發現，剛才打電話的就是季芹，且房間處處可看到主人的巧思，季芹親切建議可到海灘走走，「沒想到這一走，就錯失了和季妹妹合照的機會，原來她趕回台北照顧小孩了，獨留王仁甫獨力照顧我們。」，

一、超越藍綠，

礁溪頂級民宿

，不但使得公共政策難以推行，

，造成政府行政效能低落，也拖累台灣經濟發展，使得國力嚴重內耗。在政黨政治中，政黨間本來就是相互競爭的，在野黨不可能去配合執政黨施政，必定要發揮監督制衡的功能。不過台灣的藍綠對決卻陷入相互鬥爭的情況，透過對執政黨的掣肘，來取得政黨輪替的機會。在這種惡性循環下自然使得政策難以推行，如同經濟學中「囚犯困境」賽局一般，藍綠政黨都採取了對自己最有利的策略，但卻形成雙輸，也為國家社會帶來最壞的結果。要突破「囚犯困境」的結局必須靠雙方的合作才能創造雙贏。經濟學上的角解是極端的狀況，台獨、統一就是角解。但介於其中的內解，可能是更好的路。因此最好的總統必須具有調和鼎鼐的能力，化解藍綠惡鬥的亂象，尋求政黨合作，以期能夠順利推動政務。二、政務立即上手，確立台灣發展方向。近年來，隨著國內外經濟情勢的快速變化，台灣的經濟也面臨到極大的挑戰。在國際上，亞洲區域經濟出現重大的變化，東亞各國進行經濟結構調整，逐步建立完整的本土供應鏈，衝擊我國在國際分工上的地位，加上各國之間的區域經濟整合，進一步擠壓我國廠商的國際生存空間。在國內則是有經濟發展、公平正義與環保間的爭議。高學歷及青少年高失業率、平均薪資倒退等現象外，社會上貧富差距的日益擴大及稅制不公等議題，已讓要求公平正義的聲浪越來越大。此外，在環保意識抬頭的今日，經濟發展與環境保護兩者間孰輕孰重的爭論越發激烈。面對國際上無情的競爭，以及國內對經濟發展與公義環保的爭議，未來的總統必須做好準備，不但對各項議題要熟悉且適時做出服人的決定，對於各項政務也必須能夠立刻上手，沒有「新手上路，請多包涵」的空間與藉口。這是全民殷殷的期待，因為台灣已空轉太久，同場競技的香港、韓國、新加坡早已大步邁前，連東南亞新興國家也都緊追在後，必須立即確立台灣發展方向，急起直追。三、整合台灣內部共識，建構兩岸新關係。兩岸關係是任何一個候選人無可迴避的重大議題。大陸國家主席習近平自從上台以來，在對外方面不怕與美國、日本，甚至是南海的鄰國發生摩擦與衝突，對內則是不畏反彈的展開大規模的反貪腐運動，同時也推動經濟結構改革，諸多的問題都由其一槌定音，以堅定的態度貫徹意志，可說是大陸近20年來最強悍與威權的領導人。相較下，台灣過去幾任總統都無法順利地凝聚內部共識，缺乏民意作為堅強後盾，也因此在與大陸進行各項談判時，變得被動與弱勢。準此，在兩岸問題上，下屆的總統必須具備整合台灣內部共識的能力，強化台灣在兩岸談判上的籌碼，並且要有「鋼鐵般意志」，能夠堅定不移地貫徹立場。如此才能與強悍集權的大陸領導人相抗衡，也才能在兩岸的談判中守住台灣的主體性，方能建構兩岸新關係。（作者為台灣經濟研究院院長、台大經濟系教授），

    　奇蹟綠能獨特的技術係以脈衝波銷融電池結晶恢復功能，由於技術門檻高因此雖有競爭者追隨進入此行業，但都無法讓效能提升如奇蹟綠能一般，該公司表示除了為國內業者提供服務，目前也已鎖定大陸、越南、印度等使用鉛酸電池為數眾多的國家布局。，

台北：台北市垃圾專用袋過去因屬垃圾清理費的計費工具，屬於規費，只能以現金支付。台北市環保局表示，即日起包括統一、全家、頂好與松青等1181家超商或超市門市，都開放悠遊卡付款，民眾購買更簡便。

京站「一○八抹茶茶廊」旗艦店開賣「中秋快樂」大判燒，採用京都宇治抹茶為基底，特選台灣紅豆、日本蕨餅為內餡，搭配抹茶或原味外皮，有4種口味，1個40至45元，從3至30日京站店推買5送1，每個大判燒上烙印中秋節快樂字樣及俏皮的月兔、月亮圖案；另有新品108秋の特級聖代登場，188元。(中國時報)

林輝煌：曾為美麗島犯求活路

，負責偵訊黃信介、施明德、張俊宏3人，並奉命蒞庭實行公訴。美麗島案起訴的犯罪事實，依當時的動員戡亂時期懲治叛亂條例規定，為唯一死刑。但是他認為3人係出於政治之信念及主張，雖然實現主張的手段為當時法律所不容，但情輕法重，遂斗膽建議依刑法59條規定，向審判庭請求法定刑為唯一死刑之所有共同被告免死。哽咽結辯 庭上傳悲鳴他表示，猶記得在公判庭的結辯程序中，他身為公訴人之一，一席哽咽肺腑之言，竟觸動庭內所有人情緒，頓時傳來陣陣悲鳴，此起彼落，聲聲縈繞他耳，迄今猶留他心中。他當年奉命參加美麗島案的部分軍事偵審工作，扮演的職務角色，歷史評價及毀譽，一切只能聽諸於人，坦然接受。林甚至指出，對這些被告為其政治主張視死如歸的勇氣，內心是感佩的，虔望民主開放的火苗可以在台灣延續發光，也堅定他深入鑽研司法制度及人權保障之法制建構的決心。多次獲推薦 未遇反彈法務部政次陳明堂也強調，林輝煌曾獲前部長陳定南、王清峰、曾勇夫3次推薦，法務部前3次推薦都沒事，這次卻變成「罪大惡極」，法務部難以理解，希望外界能摒除成見與偏見，就事論事。陳明堂說，林輝煌當年一本良知，建議對依法唯一死刑之犯罪，以法重情輕，引據刑法第59條，請求全部免死。捫心自問，若自己身為那威權體制下的區區少尉預官，有幾人敢違抗法律軍令而有截然不同表現？他引述美麗島事件主要人物施明德投書文章說，林輝煌當年不過是小卒！只是一個28歲當預備軍官的小小軍事檢察官，在美麗島事件發展到大審時，才被拉到法庭和起訴檢察官共同論罪。一個少尉能在戒嚴時代編造美麗島事件這種滔天大案？批評者太抬舉林輝煌了。難道這就是轉型正義？符合比例正義原則嗎？，

嘉醫3醫師詐領健保 判賠千萬

，無法區分彼此，3人應共同連帶賠償1154萬7874元。此案台南檢調於102年11月間展開調查發現，3名醫師以刷健保卡換取「維骨力」、「使蒂諾斯」等藥物，誘使200多名病患刷健保卡，醫院及診所詐領健保醫療給付，藥局則以醫師開立的處方箋詐領藥費。98年至101年間，黃姓藥局業者涉嫌詐領新1104萬元；許姓負責人的診所則涉嫌詐領163萬元；嘉義醫院詐得52萬元。嘉義醫院內科因此案被健保局裁罰暫停執業2個月，但醫院以被罰款1118萬1659元換取繼續執業，再向3名醫師提出代位求償。，
