福建自由行旅客楊雲帆20日來台自由行10日，21日在北市市民廣場玩空拍機不慎撞101，民航局前晚約談後認定離松機不到6公里、高度超過60公尺，影響飛安，違反《民航法》118條；因考量他是初犯，將開罰最低30萬元罰鍰。交通部民航局長林志明昨表示，為免程序不完備，民航局親送陳述書給楊，要他當場陳述意見，最快今開30萬元裁處書，並給楊20日繳納期限。但楊月底離境前若未繳清，就可省下罰鍰，只要他不再來台，國庫一毛錢都收不到。只要不再來 民航局沒輒民航局航站管理小組組長朱冠文說，法律未限制沒繳罰鍰人士出境或限制人身自由，「真不繳似沒辦法」，她詢律師意見，因楊非刑事嫌疑犯，30萬元是「行政罰」，民航局無法開境管證明要移民署境管。朱說，繳納期限後楊若回國，只能移案給法務部行政執行署，等楊再來台強制執行。英籍男出境 至今難開罰移民署說，目前法規確無規定該署得據以限制出境，未來將俟處分機關或有關機關通知，再決定是否限制出境。依移民法21條，外國人及大陸人士經司法、財稅機關通知限制出國，或因案件偵查中，經有關機關請求限制出國，移民署得禁止其出國。今年2月24日英籍旅客在圓山飯店玩空拍機，墜毀飯店停車場草叢，因總統車隊在停車場，引起特勤關注。朱冠文說，圓山屬禁止施放有礙飛航安全物體範圍，違反《民航法》；但英藉旅客接受中山分局訊問後即出境，至今無法開罰，只能靠駐英機構協處。法規9月出爐 25公斤為界行政院昨召集相關部會討論，初步共識將參照美、歐盟標準，研擬以「重量25公斤」為分界點，25公斤以上商業、公務無人機由中央管理；25公斤以下小型無人機列娛樂用途，授權地方「因地制宜」規範，法規9月出爐。(中國時報)，
