淡水義山市民活動中心去年4月動工，卻發生2起猝死意外、工程合約糾紛，今年4月以虧損為由解約。（陳宜加攝）
號稱新北最大的淡水義山活動中心，去年風光動土，卻相繼發生工人死亡、包商虧損解約而停擺，至今進度僅達5成；因工地過去為公墓，讓不少里民直呼「毛毛的」。淡水區長巫宗仁表示，農曆7月已率一級主管拜拜，11月將重新招標並加強監督施工，目標明年底完工。淡水淡金路、新興路口過去為第3公墓，因當地長年缺乏大型活動空間，經里民爭取下，淡水鎮公所進行遷葬並整地，規畫3700坪義山市民活動中心，去年4月在新北市長朱立倫主持下，風光動土。

然而，首任包商於開工前過世；二度發包後，今年1月又發生1名工人睡夢中猝死；第3任包商則面臨工程合約糾紛，4月以虧損為由解約，目前工程停擺，原訂今年2月落成啟用，至今整體進度僅達5成。對此，不少當地居民直呼「毛毛的」！有人直言，工地過去為大型「夜總會」，原有數以百計墳墓，一連串事故難免引發鬼神聯想；更有人猜測，動工前雖已完成遷葬，但亡者仍欲在此長眠，不願離開所致。現場工地空蕩一片，散落不少石塊、建材，主體建築僅完成部分，裸露鋼筋橫出地面。義山里長葉水金表示，工程延宕主因為包商「落跑」，無關鬼神之說，希望政府早日完工，提供里民休憩空間。巫宗仁說，當時遷葬依公告程序，並舉行祝禱儀式、清淨法會，後續開發則發揮土地最大效用，但「寧可信其有」，今年農曆7月間兩度率公所一級主管至工地小廟拜拜，祈求早日完成。「一定會繼續把活動中心蓋好！」他指出，去年底接任區長後，發現工程大幅落後，雖加強監督，但第3任包商解約，11月4度招標，預計明年底完工。(中國時報)，
