中國大陸國家主席習近平預定9月22日訪問美國，首站到西雅圖與企業界領袖會面並參與圓桌論壇，接著到華府進行國是訪問，與歐巴馬總統面談，最後則是到紐約的聯合國總部發表演講。歐習會是世界兩大強權領導人繼去年的瀛台夜談後，再一次的正式互動。習近平剛結束全球關注的「紀念中國人民抗日戰爭暨世界反法西斯戰爭勝利70周年」大閱兵，又在閱兵之前的演說中表達中共將要裁軍的計畫再出訪美國。而美國方面，最近全都是兩黨總統初選的議題，彷彿現任總統歐巴馬已將走入歷史。

習近平的總書記任期已近3年，而其國家主席和軍委主席的任期也在訪美之前就已超過首任5年任期的一半。以他目前的強勢領導及中共過去20年來建立的領導人任期機制，他至少還有近7年的執政時間，不僅目前聲望如日中天，同時也會有相當一段時間的國際影響力。反觀歐巴馬已進入第二任期的後半段，剩下1年多的任期，自去年期中選舉民主黨慘敗後，許多觀察家認為他已進入跛鴨的階段，難有作為。表面上看來，習近平才正要進入政治的顛峰，而歐巴馬即將離開政治的高原，但事實上歐巴馬已成跛鴨的說法，未必正確，其中有幾個值得觀察的眉角。外交內政皆有表現歐巴馬自2009年擔任美國總統以來，除了次年通過歐記健保（Obamacare）及2011年成功狙殺賓拉登外，今年應是他任內最有成就感的一年。在外交方面，美國不僅和古巴恢復中斷40多年的邦交，並在7月重啟美國在哈瓦那的大使館，升上國旗，也和五常加一與伊朗達成核武協議，完全走出小布希時代非友即敵、單邊主義的思維與作為。在內政方面，歐巴馬最引以為傲的歐記健保歷經共和黨多次挑戰其是否與憲法牴觸後，最高法院在6月時宣布該法案並沒有違憲，讓這個他任內最重要的社會福利立法得以保存。最高法院的另一項重要決定，則是將同性戀婚姻合法化從州的層次納入到聯邦的層次，是美國保障人權的最新進展。不僅司法部門對歐巴馬非常友善，共和黨控制的國會也未能完全站在歐巴馬的對立面。在自家議員不捧場的情況下，歐巴馬取得一向主張自由貿易的共和黨國會議員支持，順利通過貿易促進授權法（Trade Promotion Authority，TPA），讓跨太平洋夥伴協議的談判可有更樂觀的期待。伊朗核武協議預定9月17日投票，共和黨的國會應會作出不同意的決定，不過歐巴馬已表示會使用否決權。參議院當然可以用三分之二的多數讓此否決權無法成立，但這回有超過40位的民主黨參議員已表態支持這項核武協議，顯然這項外交勝利已是囊中之物。經濟實力陸消美長最重要的是，美國整體經濟表現不俗，失業率在上半年降到歐巴馬執政以來新低的5.3%，幾乎是金融海嘯後2010年最高時10%的一半。如果失業率持續和緩下降，美元又保持強勢，再加上前述各項外交與內政的政績表現，歐巴馬的聲勢不容小覷。反觀中國大陸的經濟表現已走緩，再加上近月來股市重挫、人民幣走貶，兩國經濟實力近年來首次出現此消彼長的情形。習近平若是躊躇滿志，認為此時在氣勢方面占上風，以為歐巴馬已跛鴨，或是美中的綜合國力差距正在縮短中，北京已非吳下阿蒙，因而盛氣凌人，就真的誤判形勢、錯估美國政治的本質了。（作者為國立政治大學國際關係研究中心美歐所研究員）(中國時報)，
