市府23日發表新書《桃園‧向上的力量》，收錄第8屆桃園績優企業卓越獎27家得獎企業的經營之道，其中桃園市觀光工廠「機器人夢工廠」祥儀企業機器人小剛還特別將新書獻給市長鄭文燦，象徵桃園市企業在全球化浪潮下，有如鋼鐵般的意志，克服逆境屹立不搖。鄭文燦對於其中的「環保綠能卓越獎」項目特別引述，他說，這代表政府對環保新方向的推廣，現今時代必須重新檢視水、電、資源、環境，在先進製程、節能減碳和綠能方面併行發展，未來市府也會持續推動綠色科技，鼓勵企業成為綠色工廠。

另外，他還以水資源為例，石門水庫有效儲水約2億立方公尺，必須供應300萬人1年用水量8至9億立方公尺的水量，等於整個水庫要周轉4次才能因應，負擔相當大；翡翠水庫4億立方公尺儲水量，供應台北市和部份新北市，負擔則相對少許多，因此他高分貝爭取「用水正義」。鄭文燦表示，市府會設立單一窗口積極協助企業發展，打造桃園市「好投資、好工作、好生活」的就業環境；經發局長張昌財認為，績優企業是桃園整體產業的亮點，也是各行各業學習的標竿。(中國時報)，
