敘難民破200萬人 艱困度日

    　聯合國難民事務高級專員古特瑞斯（Antonio Guterres）發表聲明說，

，如今難民人數是1年前的近10倍，造成周邊國家經濟和社會沉重負擔。
    　難民署的聲明說，每天平均有近5000名敘利亞人逃到鄰國避難，許多逃難的敘國婦孺和男子只帶了幾件衣服，其他一無所有。
    　據估計，除了200萬跨境逃難的敘利亞難民外，境內還有約425萬民眾被迫離開家園。古特瑞斯說，這表示敘利亞內戰造成敘國近1/3的人口流離失所，約半數人口需要人道救援，數十年來未曾見過如此嚴重的危機。
    　黎巴嫩接納最多敘國難民，至八月底，收留超過71.6萬人，其次是約旦（51.5萬人）。
    　約旦札塔里難民營搭建在占地3平方英里的荒漠上，是13萬名敘利亞難民的棲身之所。這個距離敘利亞邊界約12公里的帳篷城市，是世界第2大難民營，並已成為約旦的第4大城。難民營內物資缺乏生活艱苦，安全問題為最大的挑戰，婦女尤其容易遭受暴力威脅。
    　聯合國難民署親善大使安潔莉娜裘莉表示：「如果情勢惡化速度不變，難民人數將會持續地增加，可能讓部分鄰國陷入崩潰邊緣。」
    　接納敘利亞難民的主要四國黎巴嫩、約旦、土耳其及伊拉克，其部會首長將於4日在日內瓦會見聯合國難民署官員，商討如何籌集更多國際援助。
    　難民署估計，被迫逃離家園的難民中約有一半是兒童，其中約有3/4不滿11歲。這些兒童難民中僅有11.8萬人可以繼續受教育，且只有1/5接受過心理輔導。，

    　太巴塱和豐濱是2支有百年校史的球隊，太巴塱國小有113年歷史，日據時代就有球隊，出產許多職棒球員，包括王光輝、黃忠義、黃浩然等。新學期將只剩13名球員，教練陳明仁表示，缺球員更缺裝備與經費，仍會繼續拚下去。
    　豐濱國小學生縮減速度比太巴塱還快，只剩96名學生，球隊因經費短缺和人力不足一度中斷，到2003年才在教練盧少青奔走下復隊，目前有16名球員，占全校學生6分之1。
    　周思齊連3屆都當貴賓，他來自太巴塱部落，因搬家而去打光復少棒，賽前成為小球員與家長簇擁的焦點，爭相合照簽名，他希望大家支持原住民球隊。
    　文山棒球隊自2007年成立，已從少棒、青少棒增加到青棒，是國內少數由家長發起，跨校際的社區型棒球隊，隊員已有75人，每人半年付費5千元。一位家長童媽媽說：「孩子在棒球隊可以學習紀律與團體生活。」
    　另一支參賽球隊是新店大衛社區棒球隊，成立2年多人數直逼50人，顯見國內社區棒球人口正在快速發展。，

，直說不是故意的，請求輕判。剪著一頭短髮的鄒雅婷，身材比案發時削瘦許多，她被提訊前往法庭途中，對於記者提問，「會不會想念自己小孩？」她面無表情，不發一語。2013年11月，3月大的女嬰緗緗，因高血鈉症死亡，檢方追查後，認為鄒雅婷因與緗緗生母妯娌不合，就在緗緗奶粉中摻海鹽、精鹽報復，導致緗緗死亡，依殺人罪起訴鄒女。台北地院審理後認為，鄒雅婷無殺人犯意，改依傷害致死罪，重判她20年徒刑。案經上訴，高院昨開庭，鄒女向受命法官陳志洋坦承犯罪，但辯稱只是傷害緗緗，不是故意要讓其死亡，求法官輕判；法官當庭反問，「緗緗不會說話，吃鹽多痛苦，妳知道嗎？」法官接著痛斥鄒女會不會太狠心了？長期摻鹽，讓緗緗食用，等於是將緗緗凌遲致死，鄒則是哭著答稱，知道自己錯了，但她只是要讓緗緗拉肚子而已。蒞庭檢察官指出，鄒女多次加鹽的犯行，可預見會因此導致女嬰死亡，卻仍持續加鹽在奶粉，已構成不確定殺人故意，請求法官改依殺人罪重判。鄒女的律師李靜華表示，鄒案發後不斷悔恨自身犯行，還曾3度企圖自殺，且鄒女在押期間，每天寫信給緗緗母親道歉，具有悔意，求法官輕判。★再給自己一次機會自殺諮詢專線：0800-788995（24小時）生命線：1995張老師專線：1980，

OECD國家環境品質排名

空氣髒、水質差，台灣環境品質糟透了！根據主計總處公布2015年OECD（經濟合作與發展組織）國家排名，台灣環境品質在37國中排名35，只贏智利、土耳其。OECD都是全球經濟發展最先進的國家，為什麼別國能兼顧經濟與環保，台灣卻不能。

工業汙染水質爛 高雄人最有感

環保署：推估數值 不能反映現實
環境品質是推動經濟發展必然要付出的代價？環保人士痛批，國內汙染工業持續擴張，環保單位又遲遲未訂汙染總量管制標準，對國內環境的惡化乃至於家醜外揚，難辭其咎。

OECD國家環境品質排名

空氣髒、水質差，台灣環境品質糟透了！根據主計總處公布2015年OECD（經濟合作與發展組織）國家排名，台灣環境品質在37國中排名35，只贏智利、土耳其。OECD都是全球經濟發展最先進的國家，為什麼別國能兼顧經濟與環保，台灣卻不能。

環境品質是推動經濟發展必然要付出的代價？環保人士痛批，國內汙染工業持續擴張，環保單位又遲遲未訂汙染總量管制標準，對國內環境的惡化乃至於家醜外揚，難辭其咎。

OECD環境品質評比是以空氣汙染及水質滿意度兩個指標組成，今年最新評比結果，台灣環境品質總排名第35，若依兩項指標分開來看，國人對水質感到滿意的比例為70.7％（其中非常滿意比例僅7.8％），排名第30，雖較去年進步3名，但在OECD國家中仍屬於「後段班」。環保署去年完成的「家庭飲用水概況調查」也指出，高達57.2％的國內受訪民眾抱怨家裡的水有臭味、藥水味，其次也有54.1％人指水有沉澱物、雜質及異物，29.1％指飲用水口感不佳，而認為飲用水有顏色、濁度，或直接控訴不信任國內飲用水質者，也分別有22.3％及5.6％。至於台灣的空氣汙染程度，也因我空氣中懸浮微粒PM10的濃度高達41微克／立方公尺（ug/m3），在OECD國家中已連續兩年排名第36，僅險勝智利（PM10單位濃度為46）；影響所及，台灣早已是全球著名，不但擅長生產口罩，也因空氣常年不佳，成為人口一罩的「口罩王國」。台灣水資源保育聯盟發言人陳椒華不以為然地表示，近年國內汙染工業非但沒有減量，還持續擴張，而環保署及環評委員會又遲遲未依台灣環境涵容能力，訂定汙染總量管制標準，「這就是環保署長期怠惰，環評委員不負責任最好的證明！」(中國時報)

日月光向台中地方法院聲請假處分，要求矽品延期召開股東臨時會。矽品有現行規範為靠山，《公司法》第165條第2項規定，股東臨時會召開前30日內，股權不得轉讓，即股票停止過戶。台灣集保結算所表示，按現行規定，股東臨時會前須設下禁止過戶日，主要目的在於讓公司處理股務，包括確認股東資格、寄發開會通知書、計算表決權及徵求人召集委託書等。雖曾討論過要縮短閉鎖期，但能縮短的時間有限。委託書業者則認為，如果要縮短閉鎖期，股東常會閉鎖期為60天，有可能縮短至45天，股東臨時會為30天，也只能縮短至25天，「縮短的意義不大」。矽品有法，日月光有理。台灣高等法院88年上字第1500號判決中曾提到，「股票乃表彰公司股東身分之唯一要件」，至於公司的股東名簿記載，僅是股東對公司行使權利的對抗要件而已，股東名簿難以作為判定公司股東的依據。換句話說，持有股票才是唯一辨識股東身分的依據。金融官員私下坦言，利用閉鎖期阻撓「準」大股東不能參加臨時會，確實不太合理。(中國時報)，

為讓群居動物更貼近原本的生態習性，8月5日首次在台北市立動物園亮相的非洲野驢已經順利公母混群，欄舍內可以看到公的「Lucas」忙著追求「Gina」，有時也會跟另一隻「Dalia」黏在一塊，高唱野驢的專屬情歌。台北市立動物園發言人曹先紹表示，非洲野驢是群居動物，檢疫期間必須單獨隔離，導致牠們頻頻緊張、焦慮。檢疫期結束後，園方與歐洲動物園暨水族館協會所屬的「索馬利非洲野驢物種保育計畫」協調人討論，決定讓來台的3隻野驢混居。

首次嘗試混居時，小帥哥「Lucas」如預期地興奮追逐母驢，甚至出現嘗試駕乘的行為，不過因為年紀還小，母驢根本沒到發情階段，因此不到20分鐘，欄舍內就恢復平靜。曹先紹說，野外的非洲野驢約在2歲半至3歲時達到性成熟，3至4歲開始生產，懷孕期長達377至404天不等；飼育在動物園內的野驢因營養更充足，成熟期來得更早。因此，當公母混群後，公驢就會對母驢展開追求。不過，雖然「男追女」戲碼經常出現，但即便母驢也發情了，未必會馬上接受公驢的熱情，常對頻頻接近的公驢使出後腳飛踢。園方表示，非洲野驢生活在石礫沙漠環境，最活躍的時間是涼爽的清晨與傍晚，平時也會找陰涼處休息。為展現混種生活的意象，動物園安排弓角羚羊當非洲野驢的室友，除前幾次雙方會作勢驅趕，目前已相安無事各自活動。(中國時報)，

瑞軒4K2K、65吋電視亮相

純植物配方

，顯示器代工廠瑞軒（2489）仍由董事長吳春發領軍向客戶展示年度新產品。今年新品也鎖定在4K2K超高解析度，

，公司也力守在兩位數的毛利率。以第4季來看，主力機種32吋、42吋、47吋液晶電視，合計佔整體銷售比重約7成；其次為37吋、39吋、55吋等產品，合計佔整體的銷售比重約3成。
    　吳春發也如往年一般親自領軍前進CES，瑞軒表示，今年新產品重點會放在超大尺寸電視，將推出一系列包括55吋、65吋等超大尺寸液晶電視，還有今年最流行的話題：4K2K超高解析度。此外，今年瑞軒所有產品全面改為LED背光，至於窄邊框電視也有改款新品。
    　合計瑞軒前3季平面電視及液晶監視器出貨量達440萬台，第4季受到面板缺貨影響，單月液晶電視出貨大約維持在40萬至45萬台的水準，法人推估2012年第4季出貨大約有130萬台。瑞軒10月、11月營收合計約93.33億元，法人預估上季營收約140億元，較前一季下滑12％，不過獲利可望持平，2012年前三季每股盈餘約1.55元，全年每股盈餘2元的目標可望達陣。
    　雖然液晶電視出貨成長力道減弱，不過瑞軒和LGD合資的面板模組、顯示器代工廠樂軒在監視器大有斬獲。市調機構WitsView預估，2012年瑞軒監視器出貨成長3倍，出貨量估計約260萬台，其中宏碁所佔比重達到70％以上。隨著惠普、優派、LG等品牌客戶訂單持續放量，2013年瑞軒監視器出貨目標上看350~500萬台，成為今年主要成長動能。，
