民進黨算計得很好，以為可以強力收割反課綱運動的果實，在選情已危如累卵的國民黨背後再踹一腳，但後續發展卻超出民進黨的預料，發現可能是在搬石頭砸自己的腳。已有多位支持民進黨的人提醒，反課綱持續下去，將激起藍營及保守選民的反彈，藍綠對立的結果，選舉主軸將轉向統獨大戰；保守的沉默力量也可能心生警惕。那麼，蔡英文維持現狀的主張，與苦心營造的理性形象將徹底破功，主打的階級和分配正義問題，也將失去施力點。

    　昨上午堅稱國光客運前一日就取得營運路線許可及促銷活動合法的交通部，傍晚由公路總局監理組長謝界田對外說明，坦言國光昨日上午十一點十五分才正式取得營運路線許可證，在此之前開行的卅九個班車，公總將依法對每班車罰款九千元，總計罰款卅五萬一千元。
    　台北市交通局表示，國光客運台北宜蘭是公路總局核定的新路線，核定前國光客運就對外發布廿八日起三天免費搭乘訊息，相關配套措施都沒有負責規畫好，造成現場亂成一團，市府依違反《道路交通管理處罰條例》祭出罰單，昨天先開出十張罰單、罰鍰九萬元。
    　國光客運公司總經理吳忠錫則表示，前天（廿七日）公總就已核定路線營運許可，國光並未違規偷跑，公總要開罰，國公不服將申訴。
    　國光獲准經營台北到宜蘭、頭城烏石及蘇澳（南方澳）等三條新航線，前兩條單程票價一二○元，蘇澳線則為一八○元。新路線營運前三天提供免費試乘，昨日贈南方澳吃海鮮，今日發二千五百個價值一千二百元福袋，明日則贈送價值一百元（團體票）的蘭陽博物館門票，三天總投資額近新台幣三百萬。
    　吳忠錫表示，國光客運為三條新路線購買五十六輛新車，希望藉活動吸引客人，沒想到民眾蜂擁而來，上午七點圓山轉運站就擠滿兩、三千人。原定昨日發放的五千張試乘券，不到兩個小時就搶光，國光臨時決定將三天兩萬張試乘券全部發放，不到十點也被搶完。
    　有票或無票的民眾都搶上車，場面紊亂，有些搶不到票的旅客堵在轉運站不讓國光客運開行，原本上午六點應發出的首班車，到七點多才開行第一班。等候搭車民眾頂著烈日排三、四小時才能上車。
    　吳忠錫說，原本限當日當班有效的試乘券放寬一個月內有效，今明不再發試乘券，想免費體驗的民眾仍可到現場排隊候補，但可能要等三、四小時。（相關新聞刊Ａ６），

美國「三K黨」成員18日下午前往南卡羅萊納州議會大廈，抗議黑奴時期的「邦聯旗」日前遭撤下，並與稍早在當地集會、鼓吹非裔人權的「新黑豹黨」支持者爆發衝突，導致5人遭警方逮捕，23人送醫。南卡州查爾斯頓市上月發生白人青年魯夫，槍殺9名非裔基督教徒的種族屠殺血案，當局事後發現，魯夫曾在網路上發表仇恨黑人言論，並上傳自己手持邦聯旗與槍械的照片，引發排山倒海的抗議聲浪。

美國「三K黨」成員18日下午前往南卡羅萊納州議會大廈，抗議黑奴時期的「邦聯旗」日前遭撤下，並與稍早在當地集會、鼓吹非裔人權的「新黑豹黨」支持者爆發衝突，導致5人遭警方逮捕，23人送醫。南卡州查爾斯頓市上月發生白人青年魯夫，槍殺9名非裔基督教徒的種族屠殺血案，當局事後發現，魯夫曾在網路上發表仇恨黑人言論，並上傳自己手持邦聯旗與槍械的照片，引發排山倒海的抗議聲浪。

南卡州的參眾議會日前表決通過永久撤下邦聯旗，由州長海理女士簽署生效。飄揚50多年的邦聯旗走入歷史，變成博物館文物，令白人至上組織三K黨氣得跳腳。自詡為三K黨全美最大分會的「忠貞白騎士」，18日下午發動支持者前至南卡首府哥倫比亞市的議會大廈，抗議邦聯旗遭撤。為預防萬一，當局在現場部署大批警力。三K黨成員抵達議會大廈時，約百名新黑豹黨成員仍在大廈另一面集會，兩方敵對人馬相互叫囂，1名穿著邦聯旗背心的三K黨成員頭部遭人重擊，隨即引發雙方肢體衝突。警方迅速隔離兩方群眾，並拘捕部分生事者。有人企圖放火焚燒搶來邦聯旗，遭警方制止，但現場並未傳出重大暴力事件。南卡州公共安全廳估計，約2000名群眾參與三K黨示威。三K黨目前在全美有23個分會，黨員只剩4000多人，較1920年代最高峰時期的400萬人，相去甚遠。(中國時報)，

行政院昨日發布，前行政院政務副秘書長蕭家淇接任政務委員。蕭家淇於去年年底，為參與九合一選舉之後的台中市立委補選而辭去行政院副秘書長職務，但蕭競選失利，於農曆年後回任閣員。行政院秘書長簡太郎也於去年代表國民黨於九合一參選屏東縣長，落選後於今年1月回閣擔任秘書長一職。

不怕競爭 台印刷業盼條件對等

    　他解釋，台灣印刷業是高度競爭的自由行業，可以一條龍經營；但印刷在大陸是特許行業，文化印刷必須有「准印證」才能營業，因此外資廠商相當吃虧，無法印前、印刷、印後裝訂等一手包，只能給客戶「殘缺」的服務。
    　因此，業者訴求能進一步讓兩岸開放條件一致，讓台業者在大陸也能經營「印刷一條龍」作業。

    　報導引述消息人士的話指出，大陸政府正在思考如何處理北韓年輕領導人金正恩，因為儘管大陸一向是北韓的老大哥，但金正恩並沒有理會大陸希望北韓暫停核試的要求，也沒有對大陸提供北韓石油與食物援助表示感激。
    　吉林省延吉市延邊大學東北亞研究所所長金強一表示，民眾不希望大陸成為某個邪惡政權的唯一朋友，北韓也沒有把大陸當朋友，大陸政府第1次感受到輿論的壓力，希望大陸不要對北韓過於友好。
    　北韓進行核試後，不少人在微博上對放射性塵埃的危險表示擔憂，儘管大陸政府表示輻射量正常，但多數人並不相信。金強一表示，北韓的不友善與持續核試，以及大陸民眾的擔憂，讓大陸新任領導人習近平面臨1道難題。
    　他說，如果大陸決定支持美國提議，對北韓實施更嚴厲的制裁，北韓政權可能因此垮台，導致中韓邊境出現亂局，朝鮮半島也可能因此統一，並與美國結為同盟；但如果繼續維持現狀，大陸政府將遭受更多民眾的批評。
    　部分大陸外交政策專家也對大陸的北韓政策有所質疑，上海復旦大學教授沈丁立日前在「外交政策」（Foreign Policy）網站上就表示，大陸現在是到了扭轉局面，與北韓斷絕關係的時候了。
    　西方分析人士指出，如果大陸持續為北韓提供物資援助，聯合國制裁將徒勞無功，無法迫使北韓做出真正的改變。1020217
