今年才跨進5月，台灣就連續出現高溫，民眾直呼天氣變得好熱。不過，對於年底即將在巴黎舉行的聯合國氣候變化綱要公約（UNFCCC）第21次締約國大會（COP21），及可望通過的全球減碳協議，政府、民眾及多數媒體卻又表現得異常「冷感」。在利馬召開的COP20會議要求各國最晚在今年10月1日前提出減少碳排放的「國家自定預期貢獻（INDC）」，行政院綠能低碳推動會雖曾在去年12月底討論這個問題，但迄今沒有具體進展。一直到幾天前，馬英九總統還在說責成行政院年底前提出台灣版的「深度去碳途徑計畫」。

日前台灣300位民眾參與UNFCCC祕書處共同發起的氣候與能源世界公民高峰會，其間與全球1萬多位參與者回答同一份問卷。調查結果顯示，即使是關注氣候變遷議題的台灣公民，似乎也還沒有要為減緩暖化付出代價的心理準備。5成3的台灣與會者認為對抗氣候變遷的措施是對生活品質的威脅，比全球平均值高出27個百分點。被問到因應氣候變遷的急迫性，全球6成3主張應不計任何代價將溫度上升控制在攝氏2度以下，台灣則有5成4認為雖應採取重大措施，但不能不計代價。至於誰應負起因應氣候變遷的主要責任，在可複選的情況下，台灣7成5與會者認為是國際社會，4成6主張是中央政府，僅2成8認為是民眾及公民社會。其實，中國時報5月初進行的民調也發現類似現象。當時受訪的台灣民眾8成4支持發展再生能源，半數支持課徵能源稅或碳稅，但一談電價，又有高達5成8反對調漲。這次在台北、台中、台南三地同步進行的世界公民高峰會，也沒能吸引到媒體較多關注，反而是台北市長柯文哲短短幾句「28度以上才開冷氣，太熱可以穿短褲上班」的致詞，輕易攻占媒體版面。台灣社會日益趨向「短視化」及「淺碟化」，是許多人共同的擔憂，有關氣候變遷議題的討論也面臨類似困境。即使今年以來台灣接連經歷乾旱及高溫等異常氣候，民眾似乎還是只關心眼前的不便利，只要求政府別再限水。對許多人而言，氣候變遷及減碳事不關己。問題是，暖化引發的環境變遷，以及國際社會對各國減少溫室氣體排放的強制要求，不會因為政府與民眾漠視就不存在；官員就坦言，擔心歐盟國家會要求在其境內銷售的商品須符合碳排放規範，將嚴重衝擊台灣出口。對台灣而言，COP21不該只是國際新聞裡的一個縮寫，應該有更多關注及實質討論。，
