無人機竄紅，使用日益頻繁，問題逐漸浮上檯面，美國聯邦航空管理局（FAA）今年2月公布商用無人機監管草案，適用於25公斤以下的小型無人機，規定它只能在白天飛行，必須在遙控駕駛的視線範圍內，飛行高度不得逾150公尺，時速不得逾160公里，至少需距離機場8公里等。另外，遙控駕駛年齡不得低於17歲，並須通過FAA航空知識考試。英國民航局規定無人機不得超過20公斤，作業時須在遙控駕駛的視線範圍內，亦即距離約500公尺，飛行高度不得超過122公尺，距離人潮擁擠區至少150公尺，配備相機的無人機必須距離民眾、車輛與建築物至少50公尺，違者最高可罰5000英鎊（約台幣25萬元）。

歐洲擁有約2500架小型民用無人機，超過其他地區各國的總和，德國是歐洲首個開放商用無人機送貨到府的國家，瑞士本月宣布開始測試用無人機投遞包裹。但歐洲各國的無人機管理制度不同，歐洲航空安全局（EASA）正在草擬統一的民用無人機管理辦法，草案預計今年底送交歐洲聯盟執行委員會審核。日本首相官邸今年4月遭無人機闖入，日本政府本月14日敲定航空法修正案，規定機場周圍9公里、每平方公里達4000人以上的高人口密度地區、住宅密集地以及國會、皇居、核電廠、首相官邸等周邊300百公尺的範圍，皆禁止無人機飛行。違者最高得處50萬日圓（約台幣13萬元）罰鍰。該法案預計在今年9月由國會通過立法。(中國時報)，
